Suitable case to fit 28 mm dial

A suitable sized case is one that accepts the dial size you want and is deep enough for the movement you want.

Is there something special about the dial to be using a 2824?

I think a 28mm Dial maybe a little small for a 2824-2 as you'll have little to no space for a ring, unless that's your intention.
 
I presume from the number of dials that you're looking at making more than one of these.

If that's the case then as already mentioned by @WRENCH
you'll need to go to a supplier or AliExpress and search.

Either way I think you've got your work cut out when it comes to making
the spacers and rings if you've not got access to a lathe or laser engraver.
